Make the cupcakes: Preheat oven to 350° and line 2 cupcake pans with cupcake liners. In a large bowl, combine devil’s food cake, eggs, oil, coffee and kahlua and beat until the batter is smooth.
Fill each cup about ¾ full and bake until a toothpick inserted into the middle of each cupcake comes out clean, about 25 minutes. Let cool then scoop out a heaping teaspoon from each cupcake to create a well.
In a small saucepan over medium heat, heat heavy cream until tiny bubbles form around the edges and it begins to steam. Pour over chocolate chips in a medium bowl and let sit 5 minutes. Add kahlua and salt and whisk until smooth. Refrigerate while you make the frosting.
Make frosting: in a large bowl using a handmixer, beat together butter, powdered sugar, cocoa powder, vanilla and salt until smooth. Add heavy cream and kahlua and beat until smooth. Transfer to a large piping bag fitted with a large piping tip.
Spoon ganache into the cupcake wells then pipe frosting on top. Garnish with chocolate sprinkles.
