Preheat oven to 400°. In a large bowl, combine cream cheese, Monterey Jack, and garlic powder. Season with salt and pepper.
Halve jalapeños lengthwise, then use a spoon to remove seeds. Fill each half with about 2 teaspoons cheese mixture, place a cocktail wiener in the middle and wrap with a halved slice of bacon. Place on a baking sheet and repeat with remaining peppers, filling, and wieners.
Bake until bacon is crispy and peppers are tender, about 25 minutes.
