In a small saucepan over medium heat, heat milk until it starts to steam. Turn off heat and add white chocolate chips, vanilla, and 3 drops of blue food coloring. Whisk until the chocolate is melted.
Serve immediately, and garnish with whipped cream, sprinkles and crushed blue rock candy.
